add command line options to override some default operations

-1 Do not package accounts on source server (assuming package(s) is already there)
-2 Do not remove cpmove from the source server (leave cpmove in place on source)
-3 Do not restore the package on the desination server
-4 Do not remove cpmove file from destination server

The logic structure is already in place for these toggles, we just need a way to manipulate them.

I'd rather not do these at all with short options, but I couldn't think of what the short options letters would be.
