Where are located the skins splasharts ? (Like in shop/full splashart of every skins)

In Plugins/rcp-be-lol-game-data/default-assets.wad, with path plugins/rcp-be-lol-game-data/global/default/v1/champion-splashes. You may also want the splash in the uncentered subdirectory.

There is a way to have like a save from a version and then when an update of game is done just develop(/see) the new things in the update

There is no way to do that in Obsidian.

Okay, but Im having issue the new skins aren't present in : plugins/rcp-be-lol-game-data/global/default/v1/champion-splashes
(like snowmoon/drx) etc

Especially on pbe sometimes skins are shipped without their splash art initially.

You could check the client to see whether the splash art is actually displayed there; if it isn't, the file is just not shipped in the game files.

Okay, but there is a 4k version somewhere or just HD version ?

In game files, there is no higher resolution version available. There is a "League Displays" app that supposedly provides higher resolution splash arts, but I don't know whether it's still updated by riot or not. Alternatively you could check the wiki; they tend to upload high resolution images there.
