Separate LibraryStateEditorController and respective sub-controller

This issue results from multiple modifications which are directly in the StateEditorController or sub-controller and which handle the library state interface by if conditions there-self in the state editor and which are not covered by a test and thereby easily can be screwed development.

The separation will make it much harder to screw the existing functionality (see #597) and also will be a good starting point for new developments, see issue #598.

This issue results from a bug/feature that is currently in the DataPortListController, see issue #597.
