LibraryState expert modification interface

This issue comes up first because of issue #597 which reminds me to old discussions about expert mode abilities for state machines or libraries. There this is for now a discussion but can be turned into a feature request issue.

Options for expert level for discussion are for LibraryStates:

• maybe also offer the option to use defined input values while the next execution of this state
• or defined output value if the execution is paused in the parent hierarchy of respective state
• or defined outcome if the execution is paused at the outcome of respective state

Means multiple extensions which will be very handy to debug state machines and tasks. Add notes to specify the feature more clearly.
