Extra semicolon in oddly-formatted `if ... if ... else ... else` #1706

function foo(a: boolean, b: boolean)
    if (a) if (b) {
        return "1";
    } else {
        return "2";
    } else {
        return "3";
    }

becomes:

function foo(a: boolean, b: boolean) {
    if (a) if (b) {
        return "1";
    } else {
        return "2";
    }; else {
        return "3";
    }
}

which is invalid JS.
