This is just an idea. Nata the UX designer came up with this:

I thought about what you said that they want to add events maximum close to the real time and only after that fill the details.
Here I separated everything in 3 parts: choosing the type of event, pending events that need to be described, past events to view/edit
I skipped the buttons and replaced them with checkboxes: showing that user can select more than one at a time. Also, checkboxes will take way less space so most probably you will be able to present all the items and categories without hiding anything like with buttons.
Urgent events are added on the very top to be the most accessible.
I added search on top for the users who know the names. Would be also cool for the most advanced users for every category to have it's shortcut to be found very quickly.
Just in case, added the ability to expand/collapse the categories but by default they should be all expanded.
