I recently did some testing, and you can access objects through locked doors.
A GIF I took the liberty of recording, showcases this. When repeatedly spamming opening the doors, there's a period of the time when the door stays open, allowing all objects reachable to be interacted with. Although the door is open, the player cannot enter.
This was actually from the CivClassics fork of this fork, still 1.12. I haven't tested to see if this is on other versions, or unique to the CivClassic fork.
Unless they've made some serious changes I'd suspect it is not unique, although it may be unique to 1.12.2 vs. 1.12 -- and new handling may be required.
I suspect this behavior may have had other code targeting it external to Citadel in past releases, but my memory is fuzzy here...
