Underworld cooldown notification

Send a notification (+ possibly sound) when the underworld cooldown is expired and you can enter underworld again.

It's hidden in a tooltip in the buffbar and sometimes you simply forget that you can go for another run...

Another way would be to show it somewhere else where you would see it, but a notification (and yes, I mean a desktop notification) is probably the best.
