Syntax highlighting on docs.microsoft.com incorrectly detects keywords in strings #5127

Describe the bug
The syntax highlighting for docs.microsoft.com appears to identify keywords inside strings and highlights them as if they're real keywords.

Examples
See this Learn module - notice the for and resource keywords within the @description decorators are detected as keywords and shown in blue.

Compare the above to the GitHub syntax highlighting (e.g. the same Bicep file on this Gist), which doesn't show the issue.
