[Story] Movable Lists

As a regular user, I need to be able to move where lists are rendered in the library page so that I can place the most important information to me, where I would like.

Acceptance Criteria:

• Given a logged in instance, when the library is viewed, then each list should be its own section and sorted within itself
• Given a logged in instance, when a user creates a custom list and views the lists in the library, then the custom list should appear below the dropped list (after all of the default lists)
• Given a logged in instance viewing the library, when a user moves a library above or below its current position in the libraries view, then that position should be updated and displayed in future application launches

Requires Story #2 to be completed first and recommended that Story #4 be completed too.
