Develop alpha version of (Python) library for abstracting health check notification management with implementation for terminal output/debug or webhook.

We have not really started on the notification API yet. The front-end parts are expected to closely mirror the health check management ones.

This has been postponed until the next quarter (when we'll hopefully know more about the notification and automation BB). Only an internal plan/design exists.
