Refactor reference deployment for OpenSearch and OpenTelemetry collector sufficient to enable use of developed alpha versions of Python libraries and Resource Health BB interfaces.

No active work, will get back to this once we start integrating auth in API endpoints.

Various minor changes were made as part of developing the API endpoints and libraries. Changes related to implementation of Authentication and Authorization have been delayed to next quarter.
