Ref: Article IX - Dispute Resolution

Question/Issue: How this "EOS Core Arbitration Forum" will be made neutral. What about if the one of the 21 block producers will be party in conflict? How it will be ensured that any biased influence from to BPs is not going to impact Arbitration Forum? How it will be made neutral?
