Esp32 ble

I can't get the esp32 to turn on ble.
What do I exactly have to install on it?

if your esp32 is turning on but it's not broadcasting bluetooth, make sure you've flashed it correctly and are supply sufficient voltage. If the input voltage isn't high enough the esp light will turn on but it won't work correctly.

I checked the voltage and it seems to be ok.
Is it possible that I load the wrong firmware?
