6.22.2 I would say that if the data is not provided in SI units, it will be rejected in E-SOH. It’s a WMO requirement to provide data in SI and E-SOH should not accept any other units and take a responsibility on conversion challenges. 2.4.4.2 of WIGOS Manual: https://library.wmo.int/doc_num.php?explnum_id=11157
