Upper Nav Bar tabs off by one pixel #1345

Found during 3.8 testing.

What I was seeing is the selected tab in the Upper Nav bar is not coming down far enough over the sub-nav bar so there is a line between the two.

This was in Windows 10 and IE Edge. Will be a while before this becomes an issue. I had to test using a private machine.
