Don't hide asset balances of other chains when native chain is down

Describe the bug
If you have ATOM on any other chain than cosmos-hub, and our cosmos-hub nodes are down, we are hiding all balances from all chains. We don't need to hide the balances from other chains.

To Reproduce

1. We need to make it possible to simulate that a chain is down.
2. If cosmos-hub is down, go to the ATOM asset page.
3. Ensure you also have some ATOM on Osmosis
4. We don't show your ATOM on Osmosis.

Expected behavior
Still show all the asset balances of all the chains that are not down.
