I think the argument is that it's hard to imagine under what circumstances you would need to know the algorithm of the key without needing to fetch the actual key.

This is a design choice; not clear which is the right answer.
If we are going to do it, then the right way is probably to have an optional AlgorithmIdentifier as a param of id-external-value.
