Why are you using GeneralNames? Is there ever a case when it will be something other than a URI? If not, then I prefer:

ExternalValue ::= SEQUENCE {
location URIs,
hashAlg AlgorithmIdentifier,
hashVal OCTET STRING
}

URIs ::= SEQUENCE SIZE (1..MAX) OF IA5String

Also, I noticed a typo: [!RFC5280]
