Startup of local demo backend is not reliable #993

Some services crash if they can't talk to geth or don't find the deployed contract. In order to have a reliable demo we need to retry connecting to dependent services for a reasonable amount of time.

EQS and Relayer are failing. See #994.

As discussed, it is better to change the way the docker image is built.
