Unable to download resources files

Describe the bug

To Reproduce
Steps to reproduce the behavior:

1. Open a map
2. Go to 'View Item Resources'.
3. Check one or all of resources files.
4. Click on Download All.
5. See error alert "Error Downloading. HTTP 498: UNKNOWN_ERROR".

Expected behavior
Resources files should be downloaded after click on Download all button.
