[VPP-604] settable DHCP option-82 per port

Description

we would appreciate to have option to set exact circuit ID that will be used as DHCP relay option-82 on each VPP port. There is problem for us to set DHCP according to VPPs created circuit ID so we need to set up VPP according to our DHCP setup.
