Create a manually triggered workflow that would publish the package #31

Make a workflow that can be triggered manually, which would:

  • Run tests and make sure they succeed
  • Bump package version according to input (major, minor, patch)
  • Parse changelog and replace [X-X-X] with the current date
  • Commit the changes
  • Publish to NPM
