Add ability for Apache content policy to be controlled by pluggins via a bash script to allow them to add allowed external domains as src's for scripts, images etc..

We are getting an error, it appeears to be a CSP error

@patdelaney - is this still an issue - how do I recreate what you did to generate - if I just select 2 systems check boxes and run 'upgrade fpp' on my dev setup it works... so need to narrow down how you get the issue
