Previously used Windows 10 on a laptop with this issue, and it is now present on 11, too. I am unable to do anything to this window, can't WIN+Direction Key to move it, and it has a weird padding around it.

I solve this with a bit of manual work. F11 twice, then expanding it to full screen with WIN + UP. Any way to fix this?
