The goal is to investigate how we can speed up 1 build sync from CI/CD and reduce time to appear on the dashboard from current ~15 seconds to 1-2 seconds. Please do all relevant investigation on what currently takes the time during the sync (download CI_integrations tool, actual sync parts (in-progress, new builds, etc..))

No actual work of speeding up build data sync needs to be completed.
