QA - Published Site - User Can not be able to do Payment if they have Offline Payment Service.

User Should have atleast one Payment option for place order for right now.
User Should be able to place order if they don't have any payment method.

Test Scenarios

User Should be able to place order if they don,t have any payment methods.
