If you set it as a device administrator it becomes difficult to remove.

If you have root you can change it a system app easily - but the problem is if a thief does a factory reset then the settings for ODM will probably be lost. One would then have to store the settings on the SD card (because that will not get wiped) and have some sort of watchdog that makes sure that if there are settings stored on the SD card and ODM doesn't have it then import them and start reporting in.
