The setup-dotnet action seems to be the starting point for this. Should we divide this into two actions, one for building and the other for testing, or just leave it as one?

I would leave #9 as a separate action, though, that comes after this one (not sure if that's possible to do that with GitHub Actions, I imagine it is.)
