Clarify menden

API file URLs of map and firmware are down.
Freifunk-karte.de is not listing nodes in menden at all.

Looks like Menden is part of community Freifunk Märkischer Kreis :

Nodes in Menden are not listed in on freifunk-karte.de but on map of Freifunk Märkischer Kreis.
=> we need to check and update the API files.

Halver was added to API directory via PR freifunk/directory.api.freifunk.net#397 (a very old PR from 2016) a couple of days ago.
All routers of Menden, Halver and Plettenberg are listed in map of Halver, so all these routers are now listed on freifunk-karte.de.
So the situation improved abit.

But all routers of Menden, Plettenberg and Halver are now listed as routers of Freifunk Halver.

I had a chat via Telegram with Julian Bogdanski. He will create a API file for Freifunk-MK with a nodelist of all cities and with a list of all cities (v0.4.16). After adding it to API directory, we will delete all other MK "city API files".

https://github.com/freifunk-mk/ff-api/blob/master/fichtenfunk.json is a single API file, that lists all cities and all nodelists.
fichtenfunk.json is merged, so that we can drop all other API files.
I will drop Menden from Freifunk Hamm Repo, Julian will drop the others from Freifunk MK repo.
