Support for turning off several display pixels

Add the ability to enable a screen filter/dimmer that would fill some pixels with black in order to reduce the effective pixels used by the display, potentially saving battery life. This is called "Smart Pixels" in most AOSP-based custom ROMs.

This is implemented through the framework on AOSP-based ROMs so consider if we can do that on Fresh as well, or if we can only do this through FreshServices.
