Description

In NDSL orchestration, we skip DaCe's ConstantPropagation pass because it cause problem before. We should re-evaluate this, especially when moving to DaCe 1.0. According to @FlorianDeconinck, the underlying problem should be fixed.

Background

This is a follow-up from NOAA-GFDL#87 (comment) and spcl/dace#1328.
