Make example of callback federate

Callback federates are nice for very small, lightweight federates (e.g. simple controller federates) as they take less memory and allow support for a very large number of federates with minimal computational load. We should make an example of how to set one of these up. We currently have a page in the User Guide on Callback federates but no example. We should add an example.
