We want to change the Rate filter on the RuptureMap to filter participation rate rather than rupture rate.

rename title of filter from Rate (1eN/yr) to Section Participation Rate (1eN/yr)
API will provide a filter for fault participation rate (see Feature: provide parent fault participation rate filter solvis-graphql-api#46)

As I begin on this in solvis it raises some questions @chrisdicaprio:

does this overlap / relate to Feature Request: Co-rupture multi-rupture solvis-graphql-api#31 ....
should we drop the existing simple rate filter, or allow user to choose their medicine
