Implement form navigation for each form section, with mobile and desktop styles consistent with Figma mocks in #79.

Acceptance criteria

Each form pages has a menu item
Mobile uses drop-down at top of form
Desktop uses left side navigation

Definition of done

Storybook interaction tests for user behavior
