Global search optimization

We've received some customer feedback that the global search is confusing, and they don't understand what the different reports mean. Here are some improvement ideas we can implement to make the global search more intuitive:

• Sort results by relevancy (i.e. the current search results are in alphabetical order by "item name" -- we should rank them by relevancy). Perhaps we can start by sorting first on the item name by relevancy.
• Provide on-hover definitions for the results on the "GEAR Data Report" column. The definitions for those results can be viewed by running this SQL query: select * from obj_data_dictionary where Id > 167
• In the global search results, do not include IT standards with a status of "Not yet submitted"
• Do not include Business Systems/Subsystems with a status of "Inactive"
