Table UX Enhancements

• Make the lighter gray background in the table slightly lighter (run colors through accessibility contrast tool).
• Center justify the description text to match the rest of the cells.
• Make the description cell a larger height to allow for an extra row of description.
• Add some more top/bottom padding to the cells.
• Add a border to the toolbar buttons.
• Add a border to the "More Help" and "GEAR Manager Login" buttons.
• Move "Approved Versions" column to the second spot.
• Add column borders to the tables, similar to how they are in prod
• Add "No records found!" (or some equivalent) when a global search returns no results or when there is a database issue and the table data will not load.
