Create CUD functionality in the harvesting repo using the CKAN API

Anticipated/hypothesized benefits

• ability to create, update, and delete datasets via the CKAN API.

Measurements/metrics

• the existence of a new dataset after creation
• a dataset property ( or set of properties ) being updated after update
• an existing dataset not existing after deletion.
