Truncated URLs in the Metric Report gives 404s

Truncated URLs in the metrics reports give 404s.

How to reproduce

https://data.gov/metrics/organization/gsa-gov/index.html

The URLs in the Most Downloaded Dataset Files give 404s.

It seems the url got truncated in the GA reports at 100th char. It might affect other sections too.

Oy. It appears there is a GA truncation happening, which means there is nothing we can really do to fix it.

I made #4992 and that would at least allow people to go to the page to access

download (10).csv

I don't think there is anything we can do about this due to it being something imposed by GA. Suggest we close as unplanned
