Issue: Improve Back Button Context in Send Message Flow

Problem:
In the Send Message flow, the Back button currently displays only the text "Back," which can be confusing for users as it lacks context. Users may not clearly understand which page they are navigating back to.

Proposed Solution:

1. Add Context to Back Buttons
   Update the text of each Back button in the Send Message flow to include context about the previous page. For example:

   • On the Send 'Template Name' page, the button should say:
     Back to Review your message

   This ensures users have a clear understanding of where the button will take them.

2. Adjustments Across the Flow
   Ensure that every Back button throughout the Send Message process reflects the correct context of the previous page.

Long-Term Enhancement:

Consider implementing the USWDS Step Indicator component to provide users with:

• A clear understanding of their current position in the Send Message process.
• The ability to navigate directly to previous steps.

This enhancement would improve usability and align with best practices for multi-step processes.
