add link to download a Get Started guide

as a partner, when i invite team members to use our notify.gov service, i'd like my team members to have easy access to a get started guide

tasks:
determine location for PDF:
option 1 - team member invite page
option 2 - when the person accepts the invite, the link shows in information as content to download
alternatively - an email as part of the 'you now have access to notify.gov' message

I think this and the user guide are the same :) I don't think it's super high-priority though.
