The Lead Lined Box GUI to be usuable like any other (chest) inventory.
The Reality
The inventory is difficult to access because of what seems like an interactive area of NEI layered on top of it. Any click on inventory slots of the box' or the players' inventory ends up toggling NEI's "Item Subsets" button and its attached dropdown instead. Inventory slots affected are within the exact width of NEI's "Item Subsets" button, meaning in practice that if you click on an inventory slot that is outside the button's X-dimension it is behaving normally. GUI Scale did not affect the issue for me.
Disabling NEI prevents this issue from occuring. Rapid clicking on an inventory slot might occasionally bypass the issue (for some reason). Video showcase
