Move Thermal Bolier quest to IV tier or make EV mixer recipe for Martensitic Aging steel 350 dust

Your Proposal

The thermal boiler quest (Thermal boiler - Lava you long time) opens on EV, but the materials for it are incorrect:
The quest uses a heat-resistant casing and a structural casing for a coke oven instead of a thermal insulation casing.
Also Martensitic Aging steel 350 is required to create a thermal insulation casing, which can only be made using ABS (Tier IV).

Your Goal

To remove inconsistencies and frustration due to the fact that I can not craft it.

Change the quest materials.
Change the quest tier or add EV mixer recipe for Martensitic Aging steel 350 dust.
