No section jumping in config page

in subsections of the configuration manual, adding the location only jumps to there if its already expanded:

(if you click the link, nothing happens)
then compare the same # anchor, but after expanding first
(if you expand, and only then add #upload_orig_cram to the URL, it jumps to the corresponding section)
and contrast with the behavious out-of-the-box of browsing to:

(it always jumps)
