Graph : When loading a graph from a different timezone than Europe/Paris, the "1 hour" mode is always empty #2193

Describe the bug

TL;DR: Loading a "one hour" graph from the timezone UTC-5 make them empty.

To Reproduce
Steps to reproduce the behavior:

Go to the dashboard
Add a graph
Select 24h mode: there is data, even from the last hour
Select 1h mode: no more data

Expected behavior
Having working graphs whatever the timezone, in 1h, 24h, etc.
