yes, it is still active, and we did not test on AMD.

ok, it seems rapl is accessible.
Inside this folder, you should have files such as
/sys/class/powercap/intel-rapl/intel-rapl:0/energy_uj

which will contain the number of Micro joules consumed by your machine so far.
run:

sudo chmod -R 755 /sys/class/powercap/intel-rapl/

and you are good to try the quick start or this example
