(IDEA) static background image to the whole wheel area

Would it be possible to add the ability to add a static background image to the whole wheel area ?
Or to another *.json script that will be able to display a static image (to be used as background for the wheels). It can also be very useful for themes that use the same background (will leave the impression that the theme does not reload completly :P ).
But must be added thru java like the wheel images are displayed, because .json have the ability to be always on, but must be layered underneath the wheel (even underneath the themes if possible :) ).
