All documents get posted to IPFS

We didn't realize that this proposal which was called "Ratify Document" and is now called "Propose and Ratify Document" always used the encoded "on chain" version. This will require an additional step to publish to IPFS and then add that hash to the data sent to Poster. This is separate from #1809 because the scope is larger than just removing that option.

There is discussion to remove this proposal type rather than rework the UI to support the two step process. I put it here #1895 so that we can see if we can come to agreement on this. I'll move this to the backlog for now.
