[RFC] Add Parking as a Purpose

Proposal

Add Parking as a Purpose.

Though parking might be considered a form of Mobility, its presence is public space is significant enough that it might justify its own Purpose. It's also slightly different then Mobility in that it is more about the storage of a personal device then it is about moving around, as the word mobility might imply.
