There can be a subtle different between Safety & Security and Enforcement. Does the Enforcement Purpose mean that the responsible org of the sensor might actually have recourse, ie a user might receive a ticket or follow up from law enforcement? Vs. Safety & Security which is more passive? Though enforcement might still happen? Curious for more context.

Angers has pointed out that this distinction will also be different depending on the legal and cultural contexts in which tech and DTPR are deployed.

We seperate by Safety and Enforcement since Security means something else
with folks who care about the data. We generally use enforcement for specific data policies.

We incorporated DTPR for our open data governance project
